The correct position on this matter and the one held by the majority of scholars is that an intention is a requirement of wudû’ and that wudû’ is a pure act of worship.
Wudû’ cannot be compared to washing an impurity off of clothing which does not require an intention, since wudû’ is not washing away a physical impurity, but is an abstract and formal ritual act of worship. In fact, we cannot even conceive of something like wudû’ in the absence of an intention.
The Prophet (peace be upon him) said: “Actions are but by intentions and every man will get only what he intended.” [Sahîh al-Bukârî and Sahîh Muslim]
