The money donated to a charitable organization is a trust, pursuant to the Islamic rulings concerning trusts. The welfare organization in this case is the holder of the trust.
As the holder of the trust, the organization will not be liable for any losses except in the event of negligence or misconduct on its part.
Since there has been no negligence or misconduct on the part of this organization while transporting the money or in its intention of distributing it, the organization will not be obligated to repatriate the losses.
