Can someone swear an oath that someone else is going to do something? (e.g. "Wallahi, you're going to eat with us!") And who is to blame if that person then does not comply with what has been sworn?

This is about a broken vow. Is it allowed to expiate a broken vow by feeding or clothing ten poor people in another, poorer country? I live in an affluent country, and the beggars here are not really poor.

I have done something which I am a bit confused about and unsure if it was right. I wanted to give someone I know very closely a sadaqa because I knew this person is very desperate for help but is unwilling to seek it from others. I swore an oath to divorce my wife three times that one of my colleagues was not to work with me in the store; either I would leave the store or he should leave. Can I spend this amount on the marriages expenses of my brother, cousins and relatives, because they are not well-off? Is it essential to tell them that this is charity? Can I give some of it to a needy relative even if he is one of those who want to show off in their wedding and spend extravagantly even if they are in need?

I came to al-Madeenah al-Munawwarah as a teacher of computer science three months ago and I left my family and my country. By Allah, I miss them and feel a great deal of distress because of being away from them. My mother also needs me and I am afraid that if I end my contract I will have gone against the command of the Messenger of Allah (blessings and peace of Allah be upon him) to be patient in bearing the hardships of Madeenah. What do you think, may Allah bless you?
